About the Project: ASEAN-Korea Cooperation for Methane Mitigation

Project Summary

Funded by the ASEAN Korea Cooperation Fund (AKFC), the government of Lao PDR and together with the Global Green Growth Institute (GGGI) are currently implementing the “ASEAN-Korea Cooperation for Methane Mitigation (AKCMM) Project” among other ASEAN Member States (AMS) including Brunei, Cambodia, Indonesia, Lao PDR, Malaysia, Philippines, Singapore, Thailand, and Vietnam.

The project will run for a duration of three years, from 07 November 2024 to 06 November 2027, with a total project value of USD 19.9 million, of which approximately USD 2.7 million has been allocated for activities in Lao PDR.

In Laos, GGGI will be working closely with the Department of Environment, Ministry of Agriculture and Environment (MoAE) to implement the project in collaboration with relevant line departments and line ministries to implement this AKCMM project to enhance methane emission reduction in Laos, particularly in the key methane emitting sectors such as agriculture sector, waste, and energy.

Goal and Objectives

The goal of the ASEAN–Korea Cooperation for Methane Mitigation (AKCMM) project in Lao PDR aims to:

Support the country in reducing methane emissions from key sectors in a measurable, reportable, and verifiable manner contributing to Laos climate targets, e.g NDC, PA.
Strengthen national institution capacity, policy framework, including methane data and MRV system improvement.
Support country efforts in developing and implementing methane mitigation actions, including finance mobilization.
Enhance regional collaboration and partnership with ASEAN members states

Project Outputs

The key outcomes of the project include:

Developing a national methane reduction plan for Lao DPR, translating the ASEAN Methane Reduction Roadmap into action, establishing and operationalizing Methane Reduction Committee to oversight methane mitigation activities in Laos, and designing and implementing a methane reduction capacity building program for government officials from relevant sectors.
Improving measurement of methane emissions in Laos by (i) analyzing gaps in methane emissions inventory, (ii) enhancing methane emission measurement for key sectors such as agriculture, waste, and energy, (iii) supporting MRV requirements under the Enhanced Transparency Framework.
Designing, financing, and implementing methane emission reduction projects by (i) shortlisting methane reduction projects, (ii) conducting feasibility studies on appropriate methane technologies to be financed and implemented, (iii) implementing methane reduction project(s).
Promoting regional dialogue and partnership by establishing an ASEAN knowledge platform for methane reduction.
